Ambassador Jean Luc-Sibiude

THE FRANCO-AMERICAN ALLIANCE

IRAQ AND BEYOND

The American-French Alliance has its roots back to the American War of Independence against the British. It is one the U.S.’s oldest continuing alliances that has put both nations on the same side during our battle for independence from Britain, as well as, the War of 1812 in which the British sought to recapture their lost colonies. The Alliance also transcends two world wars including the present global war against terrorism. Nevertheless, the Alliance has not been without some friction and disagreement over policy, but our common values and strategic interests still predominate.

Ambassador Sibiude has a deep and impressive career as a French Diplomat. He previously addressed our Council and provided us with an informative analysis of the French Government’s position on its relationship with the United States, in the context of that time, the anticipated war with Iraq. Now here we are one year later and much has occurred. What is the French Government’s position now that the military war has been won but that the insurgency war continues in Iraq? What role will the French Government and the other European allies play in the reconstruction of a post-war Iraq?

Ambassador Sibiude’s foreign service includes:

  • Counselor to the French Embassy in Amman, Jordan.
  • Under-Secretary for Iraq, Iran and the Gulf area.
  • Ambassador of France to the Comoros Islands.
  • Served in a critical role as the French Ambassador at large for the Middle East peace process.
  • Deputy Ambassador to Germany and later served as a Special Advisor to the Secretary General of Foreign Affairs for France.

Consul General of France for the western states since November of 2001.
